Available Funding for SPMI

Greetings!

The Region 7E Adult Mental Health Initiative (AMHI) Governing Board has identified available funding for the calendar year 2026.

AMHI funding supports services or projects that address gaps in the adult mental health continuum or reduce barriers to serving adults with Serious and Persistent Mental Illness (SPMI) in Chisago, Isanti, Kanabec, Mille Lacs, and Pine counties.

SPMI Definition

Serious and Persistent Mental Illness (SPMI) is defined under Minnesota Statute 245.462, Subd. 20(c). An adult meets SPMI criteria if they meet one or more of the following:

  1. Two or more inpatient psychiatric hospitalizations within the past two years
  2. A continuous psychiatric hospitalization or residential treatment exceeding six months within the past 12 months
  3. Two or more crisis service episodes within the past two years
  4. A diagnosis of Schizophrenia, Bipolar Disorder, Major Depressive Disorder, Schizoaffective Disorder, or Borderline Personality Disorder with significant functional impairment, plus written opinion (within three years) from a mental health professional indicating ongoing service need or likelihood of future inpatient/residential treatment
  5. Civil commitment within the past three years (including stayed or continued commitments)
  6. Prior eligibility under criteria 1–5 with lapsed timeframes, plus written professional opinion (within three years) indicating ongoing service need
  7. Eligibility as a child under MN Statute 245.4871, Subd. 6, and age 21 or younger

Eligible Services

Proposals must align with eligible adult mental health service categories (BRASS codes). Please see the attached Mental Health BRASS Codes document for detailed service descriptions and allowable service types.

Current partners and new providers are encouraged to apply. Consider submitting a proposal if you:

  • Have identified unmet needs in serving adults with SPMI
  • Experience barriers in service delivery
  • Are proposing innovative or expanded approached aligned with Region 7E priorities and DHS expectations

Funding may support new services, enhancements to existing services, or other allowable activities consistent with funding requirements.

The attached Region 7E funding application provides submission instructions and additional details. Region 7E reserves the right to approve, modify, partially fund, or deny proposals based on eligibility, alignment with priorities, and available funding.

Attached is also a Region 7E AMHI Contract Template for review and consideration.  Any funding applications received will be reviewed and considered by the Governing Board at their next regular meeting.
